B | 科学编制耕地保护和国土绿化空间专项规划，明确耕地、林地管理边界。坚持“总体稳定、优化微调、先补后调，优进劣出”的原则，正向优化永久基本农田布局。三是从严落实耕地保护监管机制。

C | 严格落实耕地保护党政同责，强化“田长制”管理制度，明确各级田长职责，综合运用遥感监测、无人机巡查、田长巡田等方式，构建“人防+技防”耕地监测预警体系。　　统筹山水林田湖草沙一体化保护和系统治理。

D | 一是做响做优海南“山水工程”。

E | 全面完成海南南部典型热带区域山水林田湖草沙一体化保护和修复工程，谋划和推动实施南渡江、万泉河等主要流域“山水工程”，探索和实践“从山顶到海洋”的系统性生态保护修复路径。二是持续推进海洋生态保护修复。强化对海岸线、海岛、重要滨海湿地的保护修复，以及红树林、珊瑚礁、海草床等典型海洋生态系统保护修复。三是加强矿山生态保护修复。

F | 组织对全省历史遗留和闭坑矿山生态修复效果开展全面评估，督促矿山企业落实生态修复责任，做到“边开采、边修复”。

G | 　　强化自然资源督察执法。一是加强执法监管。全面建成覆盖全省、高效协同的“空天地网”一体化智能监测预警体系，提升主动发现问题能力。构建违法行为线索发现、核查、执法、反馈的全过程闭环工作机制。持续加强国家自然资源督察问题整改。二是强化重点领域执法。严肃查处违法占用耕地、无证勘查开采矿产资源、违法围填海、侵占生态保护红线等违法行为。加大对重大典型案件的立案查处、挂牌督办、公开通报力度。
